
Oregon requires every person who mixes, serves, or sells alcoholic beverages to hold a valid OLCC Service Permit. Here is the complete process from start to finish.
Before applying for your permit or taking the state exam, you are required to complete an Alcohol Server Education (ASE) course from an OLCC-approved provider. The course is available online, self-paced, and accessible on mobile devices. Most students complete it in about one hour.
Topics include Oregon liquor laws, service responsibilities, checking IDs, spotting intoxication, intervention, and third-party liability.
CAMP (Cannabis and Alcohol Management Program) is the OLCC’s convenient online portal for all permit applications, renewals, and exam access. Once you’ve completed your training, visit camp.olcc.online to create your OLCC CAMP account and take the next step in your licensing journey.
Select “Alcohol Service Permit” as your permit type. Completing your application is easy—just enter your legal name, date of birth, and contact information, then pay the $23 fee directly to the OLCC through the CAMP portal. Remember, this fee is separate from the A+ Server Education course and is collected by the OLCC. CAMP accepts credit cards, debit cards, and ACH payments to make the process as smooth as possible for you.
After CAMP matches your course record and permit application, OLCC will email you when your final exam is ready. Log in to CAMP to take the exam online.
The exam consists of 50 multiple-choice questions. You only need a score of 70% or higher to pass for a new permit (80% for renewals). Don’t worry—you have unlimited attempts and can retake it immediately if needed.
Immediately after passing the exam, CAMP issues a digital Temporary Service Permit. Download or take a screenshot of it right away and present it to your employer. This permit allows you to legally begin serving alcohol while the OLCC reviews your application.
Within approximately 14 days, the OLCC will complete the review and email your official five-year Oregon OLCC Alcohol Service Permit. You can log back into CAMP at any time to download additional copies.

On March 31, 2025, significant changes took effect under Oregon House Bill 4138 that altered how OLCC Service Permits are issued. Here is what you need to know.
Under the previous system, applicants could receive a temporary service permit immediately after submitting an application and paying the fee. This allowed new servers to begin working while they completed the education course and exam within a 45-day window.
That option no longer exists. As of March 31, 2025, you must complete all of the following steps before you can legally serve, sell, or mix alcohol at any licensed establishment in Oregon:
1. Complete an OLCC-approved Alcohol Server Education course
2. Submit your permit application and $23 fee through CAMP
3. Pass the OLCC’s proctored final exam
Only after completing all three steps will you receive a Temporary Service Permit that authorizes you to serve alcohol.

The OLCC launched the CAMP (Cannabis and Alcohol Management Program) portal in phases, with the alcohol service permit section going live on March 31, 2025. CAMP is now the single system for submitting applications, taking the final exam, receiving permits, and managing renewals.

HB 4138 also introduced a new requirement for on-premises liquor licensees, including bar and restaurant owners. Previously, licensees were required to complete Alcohol Server Education and pass the exam every five years, but they did not need to hold an actual OLCC Service Permit — their liquor license served as sufficient authorization.
Starting March 31, 2025, every on-premises licensee must either:
1. Personally obtain and maintain a valid OLCC Service Permit, OR
2. Formally designate an individual who holds a valid permit and has authority over the establishment’s alcohol service practices.
The CAMP system will facilitate the documentation process and send email notifications when a designated permit holder’s permit is approaching expiration.
If you were issued an OLCC Alcohol Service Permit between March 30, 2020 and March 31, 2025, or if you had a pending application before that date, your permit information was automatically transferred to CAMP.
To access your existing permit in the new system:
1. Create a CAMP account at camp.olcc.online
2. Use the access code request tool to link your existing permit
3. Check your email (including spam folders) for your access code
4. Enter the code in CAMP to associate your permit with your new account

An Oregon OLCC service permit is a five-year, state-issued license that allows you to mix, serve, or sell alcohol (or supervise those who do) at any business licensed for on-premises liquor sales in Oregon. The online course costs $16.99 and the permit application costs $23. The permit must be available for inspection in paper or digital format while you work.
Anyone who mixes, serves, sells alcohol, or supervises alcohol servers — including bartenders, servers, managers, and clerks who fill growlers — must possess a valid service permit. Staff members such as bus drivers, cooks, or hosts who do not handle alcohol do not need one.
You must be 18 or older to apply. Ages 18–20 receive a "minor" permit, which limits them to serving or delivering drinks in areas where food service is the primary focus; they may not bartend or mix drinks until they turn 21.

Only after your temporary permit is issued in CAMP. Since March 31, 2025, Oregon no longer allows a 45-day grace period. The service permit application, server education training, and the OLCC final exam must all be completed and passed before you can serve alcohol. The OLCC will issue you a digital temporary permit while they process your official permit.
